If you have another Apple ID signed into your phone, that means that your Apple ID password was used to sign yours out. There are many scams on the internet that will talk you into signing your Apple ID out to put theirs in. This will lock your device to their Apple ID. If you do not know this Password, then you will need to prove ownership of your device to Apple by submitting your original purchase receipt from Apple or Authorized Apple seller.
