I just opened a .pict file in Preview this morning on macOS 14.4.1. From there, one has the option to export to PNG.

I have written a small Mac OS X program called QuickDraw viewer which can read old QuickDraw pict files.
The program is still a bit rough, but it should allow you to open your picture, and export it into PDF format.
From there you can convert it into PNG using OS X's Preview application
I use GraphicConverter has a many tools for manipulation, & Swiss Army Knife of graphic apps...

Graphic Converter can usually be relied on, and it has a generous free trial period:
+1 for Graphic Converter which does convert .pict to other image formats.
I found an older post that recommended to add the .pict extension and then open in Preview. that did not work, but for some images adobe photoshop did open it....but only a few, for the rest also photoshop states that they are not supported...
