Background App Greyed Out

Why is background app option greyed out on my iPhone and turned on? And can I turn it off?

Background app refresh turned off but still working in apps i have recently upgraded to an iPhone 16 pro and as many others seem to have an issue with bad battery life. So amongst many checks I have made sure that Background app refresh is turned off in my settings. However, when I go into settings for specific apps it is still on and greyed out so that I can’t even change it… how can I really turn off background app refresh?

Go to Settings/Screen Time/Content & Privacy Restrictions and change Background App Activities to Allow.
