First step: If you use VPN, delete the VPN profile and app.
If that isn’t the problem go to Settings/Mail/Accounts, tap on and and delete the Outlook account.
Next, restart your phone→Restart your iPhone - Apple Support.
Finally, go back to Settings/Mail/Accounts and add your Outlook account.
