My wife and I and our kids are part of our Family Sharing. She pays for her own apps, music and stuff. Sometimes we let the kids pay for apps or in app stuff. I have to turn on then off Purchase Sharing to do that which is a pain because I cannot figure out how to only share purchase sharing with me and the kids.

I don't think you can do it selectively.
If you want the kids to pay for their apps, make sure they have personal balance in their accounts. That will get charged first before any excess is charged to your payment method.
