Are you are getting a message that your account is disabled in the App Store? If your account is disabled, then adding cards will not help and you will need to use this link:

If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support

Have you contacted Apple? If so what did they say?

What are you trying to buy? What are you trying to use to pay for whatever it is that you're trying to buy? What is the exact wording of the error message?
