Not the Finder Window...the Menu drop down.
To open a recent item....
- Reopen an app or file: Choose Apple menu > Recent Items, then choose the item from the Applications or Documents section

System Settings and recently used apps, documents, and other items.

There is no "Recent Items" below "App Store".
And...since you mentioned the Finder window....I have a list that goes back to 2018! How the heck do I clear that without deleting the linked file or item?
