I initially created an apple developer account in the united states. I now live in Canada and not able to change my country to renew my apple developer account

I created an Apple Developer account when I lived in the USA. This was about ten years ago. I've updated my account sign in credentials for iCloud and App Store, changing my country to Canada and saving my current address. However, when I sign in to my old developer account, the site indicates I must renew my expired Apple Developer account. In doing so, I am unable to change the address from USA to Canada for my account nor for my credit card. The site indicates that I must first renew before making changes to the payment system. I can't renew with the USA address. Any ideas?

UPDATE: I was able to renew using the iOS Apple Developer app.
