Can't log in to login.gov to complete application

Can't figure out to get in login.gov. Need to use Face or Touch ID or how to scan QR code on my MacBook Pro 2020.

Password works for Login but not for Security & Privacy Preference Today, I found that the Login/System password on my MacBook Air works for Login after sleep or restart, but does not open the padlock of the Security & Privacy preference. The password is rejected with a shake. About the same time, I found that Touch ID was no longer working. I deleted the old fingerprint and tried to add a new fingerprint. My Login/System password was accepted, but nothing happens when I click the "+" to Add Fingerprint. I upgraded both my iMac and MacBook Air to Big Sur about a month ago. Since then I have rarely used the MacBook, but use the iMac daily without a password problem.

Wrong URI and webpage saved for a web site saved to keychain. After setting up an account at a web site for a government organization the information for the entity in the keychain is wrong. It did correctly save the account and password. The division is known as NMERB. The login page is saved as nm.gov but it should be www.erb.nm.gov. When I search in passwords with nmerb or verb the new entry was not directly found. The password info for the "Website" was saved as memberportal.erb.nm.gov but that is wrong because there are additional terms after that. It should also be www.erb.nm.gov and then one more click to get to the correct page or it should have saved the actual complete login page. I am not able to make changes to those incorrect data items. Is manual creation of a correct information page the only way to fix this? 2017 MacBook Pro macOS Ventura 13.4.1 (c) Safari Version 16.5.2 (18615.2.9.11.10)
