After replacing my thermal paste, the Touch ID and Power Button no longer function. I can't sign in with current fingerprint, add a new fingerprint, start the computer or force quit if needed.
Also, I can't reset SMC without a functioning power button. Any ideas, solutions would be greatly appreciated.

Either you did not fully reseat the TouchID cable to the Logic Board, or you damaged the TouchID cable or connector. If the TouchID cable or connector is damaged, then you can replace the TouchID button with another one, but you will never have fingerprint recognition functionality unless you let Apple or an Apple Authorized Service Provider replace the TouchID button for you since it must be paired to the Logic Board to allow fingerprint recognition.
The basic on & off of a power button will still work without the TouchID being paired to the Logic Board.

I tried Command R and was able to access Terminal. I entered the code, but I'm still having the same issue.

On the Intel mac—
simple way to reset both the SMC and NVRAM using Terminal—
start up in Single-User Recovery mode using Command S R copy and paste/ enter:
pmset -a restoredefaults && nvram -c
Single User Mode Command S on startup doesn't work with newer Macs.
