NFC Shortcut Not Firing When NFC Tag Scanned

I have a 13 Max currently on ios 17.4. I am working on something that uses IOS SHortcuts and NFC tags.

When I first scan a new tag the iPhone detects the tag and allows be to assign an ID and assign a next step shortcut.

After that first scan the phone does not detect the scan and does not fire off the automation.

If I scan the tag with NFC Tools it detects the tag and allow me to read an write to it. Also, NFC is working when I use the wallet to pay for something.

The tag is an ISO 14443-3a , Type A formatted as an NFC Forum Type 2. There is no password protection and on 2% of the memory is used.

I've tried this on several tags and have the same result every time.

Any ideas?
