Share with your family - Apple Support - "With Family Sharing, you and up to five other family members can share access to amazing Apple services..."

The limit is 6 total. Somebody would have to be out on their own. Note, however, do not have a lot of swapping because Apple limits the number of times you can join a family in one year. Click on this link to learn how to set up Family Sharing --> Set up Family Sharing - Apple Support

Read the section at the very bottom:

"Remember, you can only join one family at a time, and you can only switch to a different family group once per year."

So what you are saying I would to have 2 different family plans to accommodate for my situation. As the children are still minors and would need a parent or guardian to move their account.

Apple allows six Apple IDs. No more. If you need seven, you’ll need to operate two groups.

Probably best means a “placeholder” parent admin account and five minors, and a second group for the “real” Apple IDs that the parents are using.

You can send your feedback about this to Apple, as well: Product Feedback - Apple

Or have one of the adults be on their own (then you would not need a second family group). The best solution is going to depend upon many factors. For example, if one person uses purchases that nobody else wants then it makes sense for them to be out on their won if their age allows. Or -as was suggested by MrHoffman- have a custodian account plus the 5 children. However, this can be a bit of a hassle if you are using Ask To Buy and Apple mobile devices since they do not do well with being signed in and of Apple IDs too frequently. As you can see, it is complicated.

I’d just keep some old iPad or iPhone logged in for that, or add a Mac login for it.

The little people will tell you when you need to check that too, of course.
