How to delete photos from iPhone and keep them on iCloud

If you turn off the iCloud connection on your phone, then deleting pictures can't change what's on iCloud. But if you turn on iCloud again, later, then those images will be put back on the phone. When they are connected, they will be the same.

That is correct, the only way to delete photos on your device and not delete them in iCloud, is to turn off Sync this iPhone in the settings. If you have no other device syncing iCloud Photos, then you only have 30 days before all the photos are deleted from iCloud. The correct way to manage storage on your device is to use iCloud Photos and the Optimized Storage setting. This will keep all your photos in iCloud and available of other devices, if you have any, while at the same time not sacrificing the valuable storage space on your device.
