The add a payment method is greyed out in the payment and delivery section so I can’t buy anything on my phone

So I wanted to buy rise of the planet of the apes on Apple TV + but I can’t because I don’t have a payment method added to the payment and delivery section in settings and I couldn’t add any because the add payment method was greyed out just wondering if anyone else has this problem and how I can fix it cuz I rlly wanna watch this movie
