System preferences will not open on iMac macOS Monterey

System preferences will not open. I have read several post that state to reboot in safe mode to see if system preferences not loading persist. What is the next step, if the issue does persists? I have rebooted and in safe mode. System preferences will not load. Does not load from Dock or from Apple menu. Does not load from Applications folder, nor does it load from Spot light search. When in dock, it 'bounces' once and that's it.
