My Canon LiDE 210, which is in perfect working order, stopped working because Canon will no longer produce new drivers for use with newer versions of Image Capture, Graphic Converter, etc. Is itpossible to install an older version of Image Capture?

No, built-in applications are on a read-only volume. You could try to grab an older Image Capture from an older macOS but I guess it won't work either because it needs driver support anyway.
You could try if VueScan supports that scanner.
