How do I make another iCloud account/Apple ID?
My iCloud is full, but I’ve heard somewhere you could have more than one account. But I can not figure out how to do so.

You can make another account, but you cannot use more than 1 account at a time, nor access storage space from more than one account on a device at any one time.
Doubtful having a secondary account would result in any functional difference to your iCloud space issue.
I suggest you either buy more iCloud Storage or delete files and content form your existing cloud account to make room.
