I need to download a Italian app Bancoposta and my phone wouldn’t let me download it

You need to be signed into the Italian store in order to do that. Are you?

If you do not live in Italy you may find it very cumbersome-if not impossible- to do that. The support article Moved to a new country or region? - Apple Support describes how to change your country setting on everything using your Apple ID, and the requirements and results of doing this.

If it is another reason then please be more descriptive of the issue.
