I am unable to turn ON call forwarding, I am using an Optus / Commander provider and when I go into the settings > phone > call forwarding it’s simply infinitely loading and does not give me an option.

You'll need to contact Optus/Commander that is their feature.
The latest version of iOS is 17.4.
