Unable to find block caller option on iPhone 15

Question

new iPhone 15. In contacts, when open don’t see “Block this Caller” as option at bottom (or Blocked) as it worked on old iPhone.

is this a change to system?

You can now block contacts in Settings ➡️ Phone ➡️ Blocked Contacts ➡️ Add New.

In Contacts App there was never an option to block.
