Make sure that in your Accessibility settings you have Full Keyboard Access turned OFF.
Did you test another keyboard, any USB keyboard would be fine. If the problem persists I would start by plugging in your keyboard to the USB charging cable it came with and then restarting in Safe Mode and then restarting normally and testing your keyboard.
Test a different keyboard with your iMac.
(most any USB Generic, Logitech or PC keyboard will work for testing)
Test your keyboard with another Mac or take it to your local Apple Store/AASP for testing.
