Unable to download Apps on iPhone 13 Pro Max

I have gone through every setting and can’t find any error that leading to my iPhone 13 Pro Max from downloading new apps. I don’t have an issue with previously downloaded apps and there are no errors after double clicking the power button to download. My identity is confirmed and I get the ding and then it just goes back to saying GET rather than begin downloading. I removed and resigned into the App Store and nothing changed. What’s the fix without having to factory reset my phone.
