I've tried 10 times to create an account using variations of the account name and every time I hit enter after reading the agreement, the page defers to get started again. I'm guessing all combination account names are taken which seems improbable with my unique name in the title. What am I missing?

I'm afraid I can't answer that one: Podcasts Connect appears to have changed since I last had access to it. I can only suggest you contact Podcasts Support: https://podcastsconnect.apple.com/contact-us
So I'm confused, once I log into podcasters with my apple ID, the name and apple ID is already completed. However, there's a field to complete with account name and type; are you indicating that I just replicate my apple ID information for the account name?
Your account name would be your Apple ID. If you want something different you'd have to create a new Apple ID, though there's little point - the account name doesn't show to anyone.
