Too many verification codes sent when trying to sign in to iTunes Connect

I used iTunes Connect for a very specific media publishing workflow and I have a specific Apple ID for that purpose.

I login to iTunes Connect with that Apple ID on the browser. there is no device associated with that Apple ID, though there is a phone number associated with it.

I had a 'too many verification codes sent' issue in February when logging into iTunes Connect with that ID. I called Apple Support who told me I had to wait for at least 24 hours for 'cooling period.'

that worked and I was able to log in after a few days.

however, I have the same problem now since Monday. I tried logging in today and I got the same error.

exactly how long is the cooling period?

does the cooling period get affected when logging into any application with another Apple ID, on the same device?

I really wish Apple had a way of sending the codes to email as well!

Verification codes are used as a way to confirm you really are the authorized owner. Anybody who has managed to get into your account could probably also see your email and verification codes would be pointless.
