Cannot enroll Apple TV 4K Wi-Fi in MDM using Apple Configurator 2

I can't "prepare" an Apple TV 4k Wi-Fi device using Apple Configurator 2.

This guide is meant to provide the solution: Prepare Apple TV in Apple Configurator 2 – Apple Support (AU)

It is supposed to be for Wi-Fi or Ethernet but in the Wi-Fi case, steps 1 and 2 are in contradiction.

  1. Make sure your Apple TV is connected to the same network your Mac is connected to.
  2. Make sure the Apple TV is at the first screen of the Setup Assistant that says Pair Your Remote.

How can the Wi-Fi device be connected to the network if it is at the first screen that says Pair Your Remote?

If you go through the initial Apple TV set up to select an SSID and enter the Wi-Fi password, you're no longer at the first screen.

If you try to pair after configuring network, and pairing the device to Configurator, the prepare step will complete, and the device will restart without being enrolled.
