What if IPad is dead can you still locate?

If your device is completely dead, there is no way for it to report where it is. With no power, you're not going to be able to locate it. Also, if it has power, but does not have WiFi or other connection to the Internet and doesn't have data or a data plan then there is no way to locate it even if it does have power. What it will do is report where it is located when it does get internet connection or power back.
