The battery is bad and needs to be replaced. More than likely this laptop has been sitting on the shelf for a long time and the battery drained to 0%. Leaving a Lithium battery completely drained for any length of time will permanently damage a Lithium battery.
I highly recommend you return it for a full refund, or at least have them reimburse you for the Apple battery repair. The Apple battery repair costs can be found in this Apple article (most likely about $250 US):
