Seems that Voice over when I am texting is stuck on. I have changed the setting to Off in Accessibility. How do I turn it off? thank you

Go to Settings > Accessibility > VoiceOver, then turn the setting on or off. Use Control Center if you've added it there. Use Accessibility Shortcut if you've set it up.
