Find my is not active on my ipad pro. how do i turn it on?

Assuming you have your iPad in your possession, go to:
Settings > [your Apple ID] > Find My > Find My iPad = "on".

Find My can only be activated from the device itself. If Find My was not activated prior to loss, the iPad cannot be located or remotely managed by technical means.
