Double Check the following in Settings:

Settings app ➡️ Messages ➡️ MMS Messaging: Ensure that this switch is set to ON.

If the above setting was set correctly and you are still having issues sending MMS messages, then contact your carrier and have them review your account settings at their end and resolve it.
