Cannot connect to server - socket is not connected

I changed the Apple password on my MAC laptop, but am unable to change it on my iPhone14. The message I get is "There was a problem connecting to the server. Socket is not connected."

I have turned it off completely and continue to get the same message when I turn it on.

Any suggestions?
