There are a number of Numbers templates websites. I found this page at iWork community.com and there are many others if you search the Internet for them.

Consider also some purpose-built software which adds a degree of automation to keeping track of your bills and payments. I use a bill organiser called Chronicle, by LittleFin, which you can find and evaluate on the App Store. For a small subscription fee you can also synchronise it between a Mac and an iPhone. There are others too for the finding.
