What does the cloud with an! In the middle of it mean after a download please help

So I downloaded a couple of items and put them in my file went to my Files, and next to the download is a cloud with an exclamation mark in the middle of it when I open it my information is not in there it just tells basically what the file was supposed to be, but there’s nothing in it can anybody help me
