Unable to enroll in the apple developer program

I have been trying to enroll in the apple developer program for over a month now but unable to do so. The first 3 times I enrolled as an individual but I never got any follow up email. After opening multiple support tickets, I was told the payment method declined and no reason was specified. Then I tried to enroll as an organization and submitted all the legal documents required. I got an email saying they needed to speak with me via phone during their business hours however I could not make a call from the given phone number as I am traveling and do not have access to this number so I opened a ticket to change the number associated with the enrollment application but have not heard back. There is no visibility on the application and it is so frustrating.


How shall I proceed? I am unable to test my app because of this blocker.

We’re other users, and some here are third-party developers. Not people that work for Apple.


In no particular order…


If you have an add-on VPN client app in use, discontinue and remove that.


If you’re using the developer website to enroll, try enrolling via the developer app.


If you’re in India and using (trying) the website, you’ll need to use the app.


If you have a mobile number format Apple ID, those usually haven’t worked and an email-format was (is?) needed.


If you’re in an embargoed or restricted region or country, that enrollment won’t work.


If you’re a denied person, that enrollment won’t work.


If you’re in a country or region where Apple isn’t active, that probably won’t work.


If you can’t be reached via direct incoming international call, find a communications carrier that allows that.


You’ll need a major international payment card associated with your Apple ID.


Apple Gift Card and Apple ID balances won’t work for enrollments.


If one of those is not the case here…


Contact Apple Developer Support.


Trying to enroll multiple times in parallel would not be my suggested approach here, as well.

Did not enroll multiple times but apple support reset our enrollment so this time we could select the organization option


What does denied person mean?


We used an international credit card to pay


I tried to enroll via the developer app but it is not accessible and says "Enrollment through the Developer App is not available for this Apple ID"

If it’s an email format and not a mobile number format Apple ID, use the Apple Developer website and not the app, and failing that you’ll need to discuss that with Apple.
