Billing problems with previous purchase

good day All. My payment method is working and apple just recently charge me from it but refuses to charge the Amazon prime it claims I owe since January and I’m surprised how. Till now, my apps are not updating and it’s giving me headaches. Please help me!

If you have debated a charge from Apple, you may need to authorize your financial institution to allow payments to Apple again ...

or

sometimes International payments may require card-provider authorization.
