Force iCloud Drive to download all files onto MacBook and leave them there

Is there a way to force iCloud to download all files to a MacBook so the MacBook always has a local copy (like Dropbox does effortlessly). It's really aggravating to have to download each individual file to open it, and sometimes I do not have an internet connection. I can't imagine Apple doesn't have an easy way to set iCloud Drive to download ALL files (instead of doing it individually, for thousands of files).

In Settings > [your name] > iCloud, deactivate “Optimize storage”. This will force iCloud to keep a copy of all its files on the Mac.
