I am unable to delete "iWeb" from iMac with macOS Catalina.

Can't fully empty trash in Catalina, get message: "The operation can’t be completed because the item “iWeb” is in use."

Start with this...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Also... Strange cure for can’t empty the Trash

if it's a dmg file mounted as a volume then you need to unmount it before you can delete the file

Not a dmg file, so far as I can tell. It's a software app that Apple used to include but discontinued over 10 years ago. Don't know why it showed up now. It just sits in the trash, but a nuisance because trash always stops and sends the "can't continue" message.
