Mms texting to Android phone quit working on iPhone 13
Had T-Mobile support make sure it was not service issue. They said software likely corrupted. Is this likely?

Not really. SMS/MMS are carrier features and they need to troubleshoot. They need to ensure that your account is properly provisions for SMS/MMS and they can reset it on their end. The only other setting there is for MMS is in Settings>Messages> and under the heading SMS/MMS, make sure that MMS Messaging is turned on.
