Cannot verify phone number

I have two Apple ID which is using the same number… one is connected to my iwatch while the other isn’t, I have to use my phone number to get a verification code… I recently can’t log in to my Apple ID because it’s keeps giving me the -24056-> This phone number cannot be used at this time. Please try again later error message. I can’t use my Apple Music on my current Apple ID because the phone number is connected to another Apple ID. I tried changing my trusted phone number on my current account but I can’t because it’s bringing up the error message. Please what can I do?? I can’t log in to the old Apple ID and I can’t use Apple Music on the new one. My phone is an iPhone 12 Pro Max and it runs iOS 17.4
