Contacting Lost AirPod Pro Owner
I have charged and got the tracking going. I have a partial phone # of the owner and the serial number. Is there a way, through Apple, for me to contact the owner?

Apple does not get directly involved with lost device recovery. It provides the Find My service on devices which have it. The owner would have to find you/the device, not you find the owner. If you want to go with the latter method then you will need to resort to traditional methods such as posting a found notice.
