Have you reviewed this Apple Support article? You have to set forwarding on your iPhone in order for SMS messages to appear on your Mac. Set up iPhone to get SMS messages on Mac - Apple Support

Also...for iCloud messages on your Mac, both your Mac and iPhone must be using the same Apple ID.
