Text Bubbles describing text keep popping up when cursor is idle

Hello! For some reason whenever I'm not clicking my mouse, a bunch of text bubbles pop up describing text on the screen. It's become extremely distracting and difficult to work. This happens to everything except for on Safari. Text pops up on Chrome, Spotify App, the menu bar, the dock, Finder Windows, etc. Only when safari is the "main focus" of the screen does the text stop popping up. Attached is a screen shot of what I see (some stuff blocked for privacy).


How do I get this to stop popping up? I've done safe mode (it still pops up), I've done a re-install of Sonoma (currently on Sonoma 14.4), and I've done diagnostic mode (it came up with no issues found). I've checked the Accessibility settings but I'm not able to find anything. I'm also on a MacBook Pro 2018 (13-in) with an intel processor. Please let me know if there is some setting or something I can do to turn this off. It started happening around March 15th 2024 randomly and it hasn't stopped since. Thank you!
