Can I disable Podcast transcripts feature?

The Podcast transcripts feature is nice. However, sometimes it intrudes on my ability to navigate within Podcasts. Can I disable the transcripts feature?

In the podcast app, what does the download arrow with a pause mean? I have lots of podcast subscriptions in the podcast app on my iPhone (iOS 14.5.1).
