How to change country on Apple ID?

I have moved from the US to New Zealand permanently. It is apparently impossible to update my country on my Apple ID without canceling every current subscription and waiting for all of those subscriptions to expire, which will be up to a year (have some annual and quarterly sub apps). Without updating my country there are a significant number of apps I want to use for New Zealand which the App Store will not allow me to purchase/download, including things like the app for the local Automobile Association, grocery stores, rewards apps, etc. Is this actually how this works, Apple? I am hardly the first Apple user to move countries - what do other people do?
