I disable & deleted icloud photos and 400 out of 1900 photos deleted from my phone and 1500 photos are still on my phone but why it didnt deleted all my photos?

Tap on one or more of the images in Photos app.
If it has a trash can icon then they were never in iCloud.
If it does not have a trash can so you can’t delete them individually thry may have to be removed by Backup the phone, restore to factory, and set up again restoring the backup.
However I am concerned about where these 1900 photos are being stored for safety.
