Photo stuck in "preparing" when trying to send via text

I have an iPhone 14, iOS 17.3.1. Recently when I try to send a few photos, some of them get stuck in a "Preparing" stage and NEVER SEND. It's only some photos, not all photos. Sometimes it's photos from the same day, sometimes it's photos from weeks ago.

Previous threads about this said to disconnect file/server syncing and do a restart of iPhone. I turned off the Google Photos backup and restarted my phone, and then I was able to send. However, THIS IS NOT A REAL SOLUTION. I WANT to have my photos backed up to Google and that shouldn't impact my ability to text them out, this has never been a problem before as I've had Google photos for years.

Apple please fix!!!
