We are all Apple users, like yourself, in the Community, so no-one hare has access to your accounts or details to check this out for you. We'd like to help, however. Seems you may need to complete the payment for a previous purchase, in order to start using your account as normal again.

If you have disputed a charge from Apple: You may need to contact your financial institution to authorize them to allow you to make payments to Apple again.
