Unable to connect my new iPhone with the old iPhone.

So I recently have received a new Phone, not really sure what version. I’ve been met the “quick start” screen. For reference, I’ve been trying to use my old iPhone to connect my new one, but the connect new phone or whatever hasn’t popped up on my previous phone. I’ve also tried to set the phone up manually but that hasn’t worked either, it gives me no Wifi options to choose. And I don’t have a pc or macbook that I can also use to connect. I’m not sure if this explanation explained what I was trying to say.

To use Quick Start your old phone must be running iOS 11 or later and you need to make sure it has Bluetooth turned on. If those conditions have been met, then once you bring the devices close together, you should have the option to set up WiFi and continue with the setup.

If you do not have a SIM card in the phone, you may find that you are unable to set it up. Are you trying to set the phone up without a SIM card?

That is happening because the phone is locked to a cellular carrier. It is likely that your new phone will not accept any cellular service other than from the cellular company that it is locked to. The person you received the phone from should contact their cellular provider to confirm that the obligations have been met and if they have they can request to have it unlocked. That is something that would be very difficult for you to do since you may not know the provider that it is locked to and even if you did, they would not provide you with any details about the phone for privacy reasons.

Here is the support article that deals with unlocking the phone from your carrier, but the instructions are specific on it being your phone and your carrier that it is locked to. Attempting to remove the carrier lock without any help from the previous owner of the phone will likely not be possible.
