Every time I open Apple wallet on my new phone I just get the getting started started with Apple Pay, when I tap on add, I get a box with add cards to wallet dialogue box with the options to Cancel or Learn more, but no way to add a card cancel stays on the getting started page

Yes, the problem is when I open Apple wallet I get the Getting Started page at the bottom of the page it says add a credit or debit card to wallet with the add button
that brings up a dialogue box that says cancel or learn more not the add card box
Are you using the same Apple ID?
I have deleted the app & reinstalled it & reset the phone but the start page still appears with no way to get past as far as I can see
