I am unable to open Books on my Mac mini with "need to activate the device" error.

When I try I am told i need to activate the device. When I try to activate it tells me I have already activated 5 devices. when i call up account settings on apple tv and music it tells me one machine is authorized to play content with this account. My iPad works fine but i would like to also use my new apple mini.

I had a old Mac Pro notebook and iPhone but cannot delete these devices because apple keeps saying it cannot contact iCloud and yet the internet works fine and i can log onto iCloud fine.

tried everything i can find in the searches but nothing seems to work
